Text of PM’s address at Dashamah Soundarya Lahari Parayanotsava Mahasamarpane in Bengaluru

वेदांत भारती से जुड़े अन्‍य सभी वरिष्‍ठ महानुभव, देवियों और सज्‍जनों, 

पुरानी मान्‍यता है कि जब एक ही जगह पर, एक ही स्‍वर में, एकजुट होकर मंत्र का जाप किया जाए तो उस जगह ऊर्जा का ऐसा चक्र निर्मित होता है, जो मनमंदिर, शरीर, आत्‍मा सभी को अपनी परिधि में ले लेता है। नाद-ब्रह्म की कल्‍पना हमारे यहां उसी संदर्भ में स्‍वीकृत की गई है। आधुनिक विज्ञान भी नाद-ब्रह्म के सामर्थ्‍य का, मंत्रों के उच्‍चारण की ताकत का इन्‍कार नहीं करता है। आज, इस समय मैं दक्षिणामूर्ति स्‍त्रोत और सौन्‍दर्य लहरी के इस अदभुत पाठ से पूरे वातावरण में वही ऊर्जा महसूस कर रहा हूं। एक दिव्‍य अनुभूति जिसमें रस भी है, रहस्‍य भी है और ईश्‍वर के साथ रम जाने की अदम्‍य इच्‍छा भी है। 

सौन्‍दर्य लहरी के हर मंत्र में एक अलग शक्ति है, एक अलग भाव है। वो भाव, वो शक्ति इस समय हम सभी को एक नई चेतना, नई ऊर्जा से भर रही है और मेरा सौभाग्‍य रहा है, मैंने वर्षों से नवरात्री की साधना से जुड़ा हुआ इंसान रहा हूं और मेरे नवरात्री की साधना के जो क्रम है उसमें एक स्‍थान सौन्‍दर्य लहरी का भी है। 

मैं परम पूज्‍य श्री श्री शंकर भारती महास्‍वामी जी को नमन करते हुए, वेदांत भारती का आभार व्‍यक्‍त करता हूं। कि उन्‍होंने मुझे इस कार्यक्रम में शामिल होने के लिए निम‍ंत्रित किया और उसी भावविश्व में कुछ पल बिताने का मुझे सौभाग्‍य दिया। ये मेरा सौभाग्य है कि श्री श्री शंकर भारती महास्वामी जी के सानिध्य में सौंदर्य लहरी के पाठ का साक्षात अनुभव आज मुझे भी मिल सका। स्वामी जी के आशीर्वाद से इस तरह सौंदर्य लहरी के पाठ के दस वर्ष पूरे हो रहे हैं। 

आप सभी को मेरी तरफ से बहुत-बहुत बधाई है, बहुत शुभकामनाएं है। और मैं मानता हूं कि आप भाग्‍यवान हैं, इस पवित्र कार्य का आप हिस्‍सा बन पाए हैं। भाईयो बहनों, आठ दस दिन पहले मैं केदारनाथ जी गया था। मंदिर के कपाट बंद होने वाले थे। मेरा सौभाग्‍य था कि महादेव जी के दर्शन करने का मुझे अवसर मिला। जब भी मैं केदारनाथ जाता हूं, मेरे मन में एक विचार बार-बार उठता है। कैसे हजार वर्ष पूर्व आदिशंकराचार्य जी इस दुर्गम स्थल पर पहुंचे होंगे। 

आधुनिक तकनीक के इस दौर में जहां आज भी जाना आसान नहीं है, वहां हजार साल पहले आदिशंकर कैसे पहुंचे होंगे। ऊर्जा का वो कौन सा चक्र होगा, कौन सा सामर्थ्‍य होगा, जिसकी शक्ति से सिर्फ 32 वर्ष की आयु में शंकराचार्य जी ने पूरे भारत की तीन बार पैदल परिक्रमा की, देश के चार कोनों में चार मठों की स्थापना की। भारत की सांस्‍कृतिक एकता को एक माला में पिरोने का अदभुत सफल प्रयास किया। 

आदिशंकराचार्य जी ने अपना जीवन हमारी अध्यात्मिक परंपराओं को मजबूत करने में समर्पित कर दिया था। हमारी संस्कृति में जो गलत परंपराएं धीरे-धीरे शामिल हो गई थीं, उनका आदिशंकराचार्य जी ने बड़ी सटीक तरीके से बारीकी से उसका analysis विश्लेषण किया, और उस आयु में अपने भीतर की बुराईयों की आलोचना करने की उन्‍हें हिम्‍मत दिखाई। सटीक तर्क देकर के उन्‍होंने आने वाली पीढ़ियों को उस गलत राह पर जाने से रोकने के लिए भरपूर प्रयास किया। शिव-शक्ति-विष्णु-गणपति और कुमार की पूजा को, एक साथ करने की परंपरा को आपने बल दिया। भारतीय परंपरा को उन्होंने फिर से एक बाद पुन: स्‍थापित किया। आदिशंकराचार्य ने वेद और उपनिषद के ज्ञान से संपूर्ण भारत को एकीकृत किया, एकता के भाव से जोड़ा। शास्त्र को उन्होंने साधन बनाया, शस्त्र नहीं बनने दिया। अलग-अलग विचार-धाराओं और दर्शन की अच्छी बातों को उन्होंने आत्मसात किया और लोगों को ज्ञान और भक्ति के मार्ग पर चलने के लिए प्रेरित किया। भविष्य की पीढ़ी के लिए उन्होंने सौंदर्य लहरी की रचना की। एक ऐसी रचना जिससे देश का आम नागरिक जुड़ सका। देवी की स्तुति करते हुए सौंदर्य लहरी में इस बात पर विशेष जोर दिया गया कि ईश्वर के भिन्न-भिन्न स्वरूपों में कोई भेद नहीं किया जाए। 

“एकं सद्विप्रा बहुधा वदन्ति” 

सौंदर्य लहरी से मिला आशीर्वाद भक्तों में भी बिना किसी भेदभाव, हर किसी को समान रूप से प्राप्त होता है। कहते हैं सौंदर्य लहरी के पाठ से ज्ञान, धन, स्वास्थ्य, सभी का लाभ मिलता है। आदिशंकराचार्य द्वारा किया गया तप भारतीय संस्कृति के वर्तमान स्वरूप में आज भी विद्यमान है। एक ऐसी संस्कृति जिसके लिए सब कुछ ग्राह्य है, जो सबको आत्मसात करती है, सबको साथ लेकर चलती है। और यही संस्कृति New India का भी आधार है। ऐसी संस्कृति जो सबका साथ सबका विकास के मंत्र पर विश्वास रखती है। 

भाइयों और बहनों, आदिशंकराचार्य के संदेश को जन-जन तक पहुंचाने में श्री श्री शंकरभारती महास्वामी जी ने अपना जीवन समर्पित कर दिया है। पूरे विश्व को एक परिवार मानते हुए एकात्म भाव का आदिशंकराचार्य का संदेश वो वेदांत भारती के माध्यम से लोगों तक पहुंचा रहे हैं। वेद, उपनिषद, कितने ही भाष्य, कितनी ही पुस्तकों के प्रकाशन से वो निरंतर जुड़े रहे हैं और उस प्रवृति को बढ़ाते चले है। 

साथियों, भारत की आध्यात्मिक महिमा और अति प्राचीन संदेश को जितने ज्यादा लोग पढ़ें, उतना ही विश्व का कल्याण होगा। उलझन में फंसी पड़ी मानव जात, संकटों से घिरी हुई मानव जात, तू बड़ा कि मैं बड़ा, तेरा मार्ग मोक्ष को प्राप्‍त करेगा कि मेरा मार्ग मोक्ष को प्राप्‍त करेगा, ऐसे संकट से जब मानव जात गुजर रही है तब आदिशंकराचार्य अद्वैत का सिद्धांत जहां द्वैत नहीं है, वहीं तो अद्वैत होता है और जहां द्वैत नहीं वहां संघर्ष की संभावना भी नहीं होती है। सम्पूर्ण विश्व के देशों में जीवन के मार्ग में जब भी किसी प्रकार की बाधा आती है तब दुनिया की निगाहें भारत की संस्कृति और सभ्यता पर आकर टिक जाती हैं। एक तरह से विश्व की समस्त समस्याओं का उत्तर हमारी परंपराओं में से प्राप्‍त हो सकता है। हमारी संस्‍कृति में से हो सकता है। जब हम कहते हैं और सिर्फ कहते हैं ऐसा नहीं हमें उस प्रकार से जीने के संस्‍कार मिले हैं। 

ॐ सह नाववतु । सह नौ भुनक्तु ।
सह वीर्यं करवावहै । तेजस्वि नावधीतमस्तु मा विद्विषावहै ।
ॐ शान्तिः शान्तिः शान्तिः ॥


सभी का पोषण हो, सभी को शक्ति मिले, हम कभी ये नहीं कहते मेरा पोषण हो मुझे शक्ति मिले। हम ये नहीं कहते कि मंदिर में जाए उसका पोषण हो, उसको शक्ति मिले। सभी का पोषण हो, सभी को शक्ति मिले।“सह नाववतु । सह नौ भुनक्तु”... ये हमारे संस्‍कार हैं। कोई किसी से द्वेश ना करे। 

आज इस अवसर पर मैं वेदांत भारती के एक आयोजन का विशेष जिक्र करना चाहता हूं और वो है- “विवेकदीपनि” और “विवेकउत्कर्षनि प्रतियोगिता”। बहुत कम लोगों को मालूम होगा आदिशंकराचार्य के संवाद की उस बातो का, हमारे देश में एक लंबा कालखंड ऐसा रहा है जब हमारी संस्कृति, हमारी अध्यात्मिक परंपरा को कमजोर करने के भरसक प्रयास किए गए। उसे नष्‍ट करने के प्रयास हुए, बहुत प्रहार हुए, लेकिन हजारों वर्षों से चली आ रही हमारी विरासत को कोई खत्म नहीं कर सका। कहते हैं- 

दीन-ए-इलाही का बेबाक बेड़ा,
नक्शा जिसका अक्स-ए-आलम में पहुंचा।
किए पांच सौ पार सातों समुंद्र,
न अमन में ठिठका न कोई गुलजाम में झिझका।
वो डूबा दोहाब-ए में गंगा के अंदर।। 


ये सामर्थ्‍य, लेकिन गुलामी के लंबे समय में इतना प्रभाव जरूर हुआ कि हमारी अध्यात्मिक ज्ञान की परंपरा मुख्यत: पुस्तकों तक सीमित होती गई है। कुछ पंडितों के पास सुरक्षित रह गई है। स्वतंत्रता के बाद जिस तरह के प्रयास किए जाने चाहिए थे, वो भी नहीं किए गए। ऐसे में जब आज का नौजवान मोबाइल फोन पर ही सब कुछ पढ़ रहा है, तो फिर पुस्तकों में हमारा जो ज्ञान छिपा है, उसके बारे में उसे कैसे पता चलेगा। हमारी इस महान विरासत को उसे कौन परिचित करवाएगा। और इसलिए स्कूली छात्रों को “विवेकदीपनि” कार्यक्रम के माध्यम से भारतीय संस्कृति और मूल्यों के बारे में बताना और उनमें प्रश्न-उत्तर प्रतियोगिता कराना, मैं समझता हूं स्‍वामी जी की एक बहुत बड़ी पहल है। और भावियों पीढि़यों के लिए बहुत बड़ी सेवा का काम आपके इस माध्‍यम से हो रहा है। 

देश के भिन्न-भिन्न इलाकों में रह रही आज की पीढ़ी एक दूसरे को जाने, अपनी विरासत को पहचाने ये बहुत आवश्यक है। उसे एक दूसरे के रहन-सहन, खान-पान, एक दूसरे की भाषा-बोली के महत्वपूर्ण शब्दों की जानकारी हो, विविधता में एकता, भारत की विशेषता। यह कहने में बहुत अच्‍छा लगता है। लेकिन कभी-कभी हम सिंगापुर को जितना जानते हैं उतना कभी बंगाल को नहीं जानते। हम दुबई को जितना जानते हैं। इतना शायद देहरादून को नहीं जानते। ये जो हम अपनों को ही भूलते रहते हैं और इसलिए हमारी ये कोशिश है सरदार पटेल जयन्‍ती से इसे हमने प्रारंभ किया पिछले वर्ष “एक भारत श्रेष्ठ भारत अभियान” मैं भी चाहता हूं कि हमारे छात्रों के बीच ऐसे ही competition हो, quiz competition हो। देश के अलग-अलग भू-भाग, अलग-अलग परंपराए, अलग-अलग जीवन उसको हिन्‍दुस्‍तान के हर कोने में लोगो को पता होना चाहिए। 

भारतीय दर्शन में किसी भी व्यक्ति के लिए अंतिम लक्ष्य मोक्ष की प्राप्ति करना होता है। वेद और उपनिषद से निर्मित ये दर्शन “व्यक्ति” यानि Individual, “समस्ति” यानि Society, “सृष्टि” यानि Creation या Universe और “परमेष्टि” यानि ईश्वर, को एक दूसरे से जुड़ा हुआ मानता है। हम उसे टुकड़ों में नहीं देखते। एक अखण्‍ड रूप देखते है। एकात्‍म रूप देखते हैं। यही दर्शन इस धरती को जगत-माता के तौर पर मान्यता देता है। ये दर्शन कहता है कि पृथ्वी हर किसी की है। पृथ्‍वी ये मां है। इसी दर्शन से निकला “वसुधैवकुटुंबकम” वही तो भावना उजागर करती है ये पूरा विश्व एक परिवार है। 

ऐसे ही, सौंदर्य लहरी का भी एक मंत्र है- “फल: अपिवान्छा समाधिकम” यानि धरती से हम जितना मांगते हैं, जितनी हमारी इच्छा होती है, वो हमें उससे भी ज्यादा ही देती है। कितना बड़ा सत्य, कितने साधारण शब्दों में। प्रकृति से हम सभी को पर्याप्त पानी, वायु, नदी, अन्न, खनिज, पेड़-पौधे, सब कुछ पर्याप्त भंडार मिला हुआ है। आवश्कता है तो इस वरदान को सहेज कर रखने की। 

यही विचार हमारी परंपरा है। हमारे यहां प्रकृति का दोहन नहीं बल्कि प्रकृति से मिलने वाले उत्पादों का संतुलित उपयोग करने पर बल दिया जाता है। Exploitation of Nature, ये हमारे यहां crime माना गया है। Milking of Nature इतना ही मानव को अधिकार है। ये हमारी परंपरा ने हमें सिखाया है। और यही विचार हमेशा से हमारे शासन में, प्रशासन में आपको नजर आता है। 

भाइयों और बहनों, भारत एक ऐसा देश है जो केवल अपने लिए नहीं बल्कि विश्व-पर्यंत न्याय, गरिमा, अवसर और समृद्धि के लिए लगातार प्रयत्नशील रहा है। आपको पता होगा कि भारत के ही प्रयास से पिछले साल International Solar Alliance का गठन किया गया है। सौर ऊर्जा को राष्ट्रीय और अंतरराष्ट्रीय स्तर पर बढ़ावा देने के लिए सरकार लगातार कोशिश कर रही है। आज केंद्र की योजनाओं में भी आपको प्रकृति की रक्षा के इस भाव की झलक मिलेगी। सौर ऊर्जा, पवन ऊर्जा, पानी से बिजली बनाने के क्षेत्र में जितना काम अभी हो रहा है, उतना शायद पहले नहीं हुआ है। 

दुनिया का सबसे बड़ा Renewable Capacity Expansion Programme आज अगर किसी देश में चल रहा है, तो वो देश है सौन्‍दर्य लहरी वालों का देश है। 

सरकार उस लक्ष्य की तरफ काम कर रही हैं कि 2030 तक देश की 40 प्रतिशत उर्जा की जरूरतों की पूर्ति Non-Fossil Fuel Based Renewable Energy से ही प्राप्त हो। सरकार का लक्ष्य 2022, जब भारत स्वतंत्रता की 75वीं वर्षगांठ मना रहा होगा, तब तक 175 गीगावॉट, मैं मेगावॉट नहीं कह रहा हूं। मेगावॉट वो बीते हुए दिन की बात है। अब हिन्‍दुस्‍तान गीगावॉट पर सोचता है। गीगावॉट Renewable Energy के उत्पादन का है। सरकार के प्रयासों का असर है कि पिछले तीन वर्षों में 22 हजार मेगावॉट से ज्यादा Renewable Energy की नई क्षमता को Power Grid से जोड़ा गया है। जबकि पिछली सरकार के आखिरी तीन वर्षों में सिर्फ 12 हजार मेगावॉट की Renewable Energy की नई क्षमता जोड़ी गई थी। इसी तरह पिछली सरकार ने अपने आखिरी के तीन सालों में Renewable Energy पर 4 हजार करोड़ रुपए खर्च किए थे। हमने आने के बाद तीन साल के भीतर-भीतर इस सेक्‍टर में करीब-करीब 11 हजार करोड़ रूपयों की लागत से भी अधिक राशि हमने खर्च की है। 

वर्तमान समय में हमारे देश में करीब 300 गीगावॉट बिजली उत्‍पादन की क्षमता है। इसमें कोयले से, पानी से, सौर और पवन ऊर्जा से सभी तरह की बिजली शामिल है। आपको जानकर हैरानी होगी कि अगर देश में मौजूद संसाधनों का पूरा इस्तेमाल हो तो 750 गीगावॉट बिजली सिर्फ solar power से बनाई जा सकती है। सूर्य ऊर्जा से बनाई जा सकती है। ये हमारे देश की क्षमता है और हमें इसका भरपूर इस्तेमाल करना चाहिए। 

सरकार की तरफ से इस दिशा में लगातार प्रयास किया जा रहा है। इसके लिए देश-भर में सोलर पार्क लगाए जा रहे हैं, Roof-top Solar programme को बढ़ावा देने के लिए बिल्डिंग by-laws में बदलाव किया गया है, सरकारी इमारतों की सोलर प्लांट के लिए कम ब्याज दरों पर कर्ज दिया जा रहा है, सोलर प्लांट्स को infrastructure Status दिया गया है और उन्हें लंबी अवधि का कर्ज भी दिया जा रहा है। और बैंगलोर की धरती तो एक प्रकार की स्‍टार्ट-अप की धरती है। यहां के नौजवान innovation करते हैं। नई खोज करते हैं। मैं बैंगलोरू के स्‍टार्ट-अप की दुनिया से जुड़े नौजवानों को आज निमंत्रण देना चाहता हूं। आइए हम मिलकर के clean cooking का movement चलाएं। गरीब के घर में भी solar energy के माध्‍यम से सूर्य ऊर्जा के माध्‍यम से खाना पकाने के सस्‍ते से सस्‍ते चूल्‍हे हम कैसे बनाए। पुराने जो solar cooker वो आज के परिवारों को इतना समय नहीं है। वो तो वैसा ही चूल्‍हा चाहता है। जैसे गैस का चूल्‍हा जलता है। और वो आज संभव है। बैंगलोरू के नौजवान, स्‍टार्ट-अप की दुनिया के नौजवान हिन्‍दुस्‍तान एक बहुत बड़ा market है जो भी इस क्षेत्र में आएगा clean cooking के लिए गरीब माताओं के भी आर्शीवाद मिलेंगे। जंगल में रहने वाले लोगों को भी कभी जंगल काटना नहीं पड़ेगा, लकड़ी काटनी नहीं पड़ेगी। solar ऊर्जा से उसका घर का चूल्‍हा जलेगा। वो अपना खाना पकाकर बच्‍चों को कम समय में खाना दे सकेंगें। innovation हमें वो करने है जो देश की नई पीढ़ी को काम आएगें। जिस दिन देश के ज्‍यादतर संस्‍थान अपनी ऊर्जा, जरूरतें खुद पूरी करने लगेगें तो आप देखिएगा कि कैसे इसका असर समाज के हर स्‍तर पर पड़ने लगता है। 

साथियों, नई approach के साथ किस तरह पर्यावरण की रक्षा के साथ ही लोगों और देश के पैसे की भी बचत हो रही है, इसका उदाहरण मैं आपको देना चाहता हूं। भाइयों और बहनों, LED का बल्ब जो पहले 350 रुपये से ज्यादा का होता था वो अब उजाला स्कीम के तहत केवल 40-45 रुपये में उपलब्ध है। अब तक देश में 27 करोड़ से ज्यादा LED के बल्ब हमारी सरकार बनने के बाद बांटे जा चुके हैं। यहां कर्नाटक में भी करीब-करीब पौने दो करोड़ LED बल्ब वितरित किए गए हैं। अगर एक बल्ब की कीमत में औसतन 250 रुपए की भी कमी मानें तो देश के मध्यम वर्ग को इससे लगभग 7 हजार करोड़ रुपयों की बचत हुई है। इतना ही नहीं, ये बल्ब हर घर में बिजली बिल भी कम कर रहे हैं। जिसके भी घर में LED बल्‍ब होगा। उसका बिजली का बिल कम होना गारंटी है। और उसके कारण LED बल्‍ब के उपयोग के कारण ऊर्जा की requirement कम हुई, बिल कम आया। और मध्यम वर्ग के परिवारों में सिर्फ एक साल में हिन्‍दुस्‍तान के मध्‍यम वर्ग के परिवारों की जेब में एक साल में करीब 14 हजार करोड़ रुपए से ज्यादा की अनुमानित बचत हुई है। स्वाभाविक है कि LED के ज्यादा इस्तेमाल से बिजली की खपत भी कम हुई है। बिजली में खपत कम होने का मतलब है की installed capacity में करीब-करीब 7000 मेगावाट कम की जरूरत होगी। 7000 मेगावाट बिजली बचना, अगर 7000 मेगावाट का प्‍लांट लगा लेते हैं तो कम से कम 35 से 40 हजार करोड़ रुपये की लागत लगती है। सिर्फ बिजली बचा करके हमने 35-40 हजार करोड़ रुपया देश का बचाया है। यानि सिर्फ approach बदल कर काम करने से सिर्फ एक योजना के माध्यम से मध्‍यम वर्ग के परिवारों के जेब में जो पैसा बचा वो, बल्‍ब खरीदने में जो बचत हुई वो, बिजली में बचत हुई वो करीब-करीब 55 से 60 हजार करोड़ रूपया का इस देश को इस देश के मध्‍यम वर्ग के परिवारों को लाभ हुआ है। 

सरकार की कोशिश की वजह से अब जहां-जहां local bodies अपनी स्ट्रीट लाइटों को LED बल्ब से बदल रही हैं, वहां पर भी उन्हें आर्थिक फायदा हो रहा है। मैंने मेरे यहां बनारस का मैं MP हूं मैंने बनारस में करवाया करीब 15 करोड़ रूपया उनका बच रहा है। जो और कामों में लग रहा है। और अनुमान है कि एक Tier-II cities में नगर निगम को औसतन 10 से 15 करोड़ रुपए की बचत इससे हो रही है। 

ये पैसे अब शहर के विकास में खर्च किए जा रहे हैं। सरकार की इन कोशिशों से भारत विदेश से पेट्रोल-डीजल के आयात पर जितनी धन राशि खर्च करता है, वो भी बचने की संभावना उसमें पड़ी हुई है। 

भाइयों और बहनों, भविष्य पेट्रोल और डीजल का नहीं है, एक न एक दिन ये प्राकृतिक संपदा खत्‍म होने वाली है। भविष्य सौर ऊर्जा का है, पवन ऊर्जा का है, पन बिजली का है। हमारे देश में ये काम इसलिए भी आसानी से हो सकता है क्योंकि हम प्रकृति को सहेजकर रखने वाले, प्रकृति की पूजा करने वाले लोग है। हमारे यहां पेड़ के लिए अपनी जान तक देने की परंपरा रही है, टहनी तोड़ने से भी पहले प्रार्थना की जाती है। प्राणी वनस्पति के प्रति संवेदना हमें बचपन से सिखाई जाती है। हम रोज़ आरती के बाद के शांति मंत्र में “वनस्पतय: शांति आप: शांति” कहते है। 

लेकिन ये भी सत्य है कि समय के साथ इस परंपरा भी किसी न किसी खरोंच से फंस चुकी है। आज संत समाज को इस ओर भी अपना प्रयास बढ़ाना होगा। जो हमारे ग्रंथों में है, हमारी परंपराओं का हिस्सा रहा है, उसे आचरण में लाने से ही climate change की चुनौती का सामना किया जा सकता है। हमारा पूरा ऋगवेद इसी को समर्पित है। 

भाइयों और बहनों, आपको मैं उज्जवला योजना का भी आज उदाहरण देना चाहता हूं। इस योजना के जरिए सरकार अब तक तीन करोड़ से ज्यादा गरीब महिलाओं को मुफ्त में गैस कनेक्शन दे चुकी है। जब इन महिलाओं के पास गैस कनेक्शन नहीं था, तो वो लकड़ियों पर या फिर केरोसीन पर निर्भर थीं। सरकार की योजना ने ना सिर्फ उनकी जिंदगी आसान बनाई है, बल्कि ये योजना पर्यावरण के लिए भी बहुत उपयोगी साबित हो रही है। 

हजारों साल का इतिहास समेटे हुए हमारे देश में समय के साथ परिवर्तन आते रहे हैं। व्यक्ति में परिवर्तन, समाज में परिवर्तन। लेकिन समय के साथ ही कई बार कुछ बुराइयां भी समाज में व्याप्त हो जाती हैं। ये हमारे समाज की विशेषता है कि जब भी ऐसी बुराइयां आई हैं, तो उसको सुधारने के लिए वो काम समाज के बीच में से ही किसी न किसी ने शुरू किया है। हमारे हर संत महापुरूष को याद कीजिए उन्‍होंने हमारी समाज की बुराइयों के खिलाफ जीवन-पर्यन्‍त शिक्षित किया है। एक काल ऐसा भी आया जब इसका नेतृत्व केवल हमारे देश के साधु-संत समाज के हाथ में था। 

ये भारतीय समाज की अद्भुत क्षमता है कि समय-समय पर हमें आदिशंकराचार्य, महान संतबसवेश्वर जैसे देवतुल्य महापुरुष मिले, जिन्होंने इन बुराइयों को पहचाना, उनसे मुक्ति का रास्ता दिखाया। 

आज समय की मांग है पूजा के देव के साथ ही राष्ट्र-देवता की भी बात हो, पूजा में अपने ईष्ट-देव के साथ ही भारत-माता की भी बात हो। अशिक्षा, अज्ञानता, कुपोषण, कालाधन, भष्टाचार जैसी जिन बुराइयों ने भारत-माता को जकड़ रखा है, उससे देश को मुक्त कराने के लिए संत और अध्यात्मिक समाज भी अपने प्रयास बढ़ाए, देश को रास्ता दिखाए। 

हम सभी की भागीदारी से ही, हम सभी के प्रयासों से ही New India का निर्माण होगा। सबके साथ, सबके प्रयास से ही सबका विकास होगा।

Article 35A : The Biggest Constitutional Fraud in the history of India

If you ask an ordinary man on the street, specific details about our constitution, he may not be aware of the specific aspects. But it will be a bigger surprise to know that a person who was the Solicitor General of India fumbled when she was asked a simple question by a law student.
“Does the President of India have the power to amend or insert any article into the constitution without taking the Parliament into confidence”?
The Ex Solicitor General replied candidly, yes, the President has the power to amend the constitution ‘but not without the Parliament’s consent.’ The law student continued: Mam, but an article 35A has been inserted in Indian constitution without the consent of Parliament. Much to his surprise, Ex Solicitor General said, I am not aware about this but if it has happened, we will look into it.
If this is the case with Constitutional experts in our legal fraternity, nothing more can be expected from the students of law who are studying law to socially engineer the society with their legal proficiency on matters concerning statutory rights of citizen.
But all that is set to change as the Jammu Kashmir Study Centre, a think tank close to RSS is set to challenge what is considered one of the most brazen violations of Indian Constitution by the then Congress government which was headed by Prime Minister Jawaharlal Nehru. Article 35A was incorporated in Constitution of India through a Presidential Order, on May 14, 1954. Termed as Constitution (Application to Jammu and Kashmir) Order, 1954, it is this article not article 370 which legitimizes any preferential treatment given to residents of Jammu and Kashmir over other citizens by J&K state assembly.
Article 35A  states , “no existing law in force in state of J&K and no law hereafter enacted by the legislature of the state , conferring on permanent residents any special rights and privileges or imposing upon other persons any restrictions as respects:
(1) Employment under the State Government;
(2) Acquisition of immovable property in the State;
(3) Settlement in the State; or
(4) Right to scholarships and such other forms of aid as the State Government may provide,
Shall be void on the ground that it is inconsistent with or takes away or abridges any rights conferred on the other citizens of India by any provision of this Part.”
It is to be noticed here that this discriminative provision is not open to challenge as inconsistent with the rights guaranteed by Part III of the Constitution of India due to operation of 1954 Order.
Though President is invested with legislative power, but only in order to tide over an emergent situation, which may arise whilst the Houses of Parliament are not in session. Thus President cannot issue an Order, which is beyond the legislative competence of Parliament, therefore legislative power conferred on the executive by the Constitution makers was for the necessary purpose and hedged by limitations and conditions.
Under Article 70 of the Indian Constitution , Parliament may , make such provisions as it thinks fit for the discharge of the functions of President in any contingency not provided in the constitution. But as per reply of an RTI from Ministry of Home affairs, no such provision had been made by Parliament in regard for issuance of Constitution (Application to Jammu & Kashmir) Order, 1954.
Article 35A is acting as a hindrance in complete development of J&K, affecting every sector of State’s administration. The present situation is such that there is no faculty in Engineering colleges and Medical colleges. No professors from other states want to go and teach in Jammu and Kashmir because they cannot purchase a house for themselves there, their children cannot get admission in to professional colleges and there is no government service for his children.
There is another instance, that of the refugees, who migrated in the state of Jammu and Kashmir in 1947 from West Pakistan and residing in the state for nearly 68 years, but are still treated as second class citizens of the state. They are considered as Indian citizens but not the citizens of the J&K. They can vote in the Lok Sabha elections but cannot vote in the State assembly elections. They cannot acquire any immovable property in the State, the right to employment under the State, right to start an industry, or even purchase a motor vehicle. Imagine that you are an Indian citizen, but you cannot buy a bike or a car in Jammu & Kashmir. The ridiculous part is that even today, a person who comes from Pakistan occupied Kashmir is given all the rights as a citizen of J&K, but not these refugees who came from West Pakistan.
To scrap this special provision, the Jammu Kashmir Study Center has decided to approach the Supreme Court. The legal challenge to Article 35A could be the opening gambit for a bigger attack on Article 370. JKSC is of the view that is the root cause for violation of rights in J&K and was a constitutional amendment signed by the President without the knowledge of the Parliament, which has the sole authority to amend the constitution.  It is a myth that Article 370 confers special status on the state of Jammu and Kashmir – it is at best a temporary provision. The irony is not lost in the fact that Article 35A was placed in Part 3 of the constitution that deals with Fundamental Rights and yet violates the right of citizens of India.  
The addition of the Article 35A by the then President, Dr Rajendra Prasad was done at the behest of Nehru. According to the Constitution, any addition or deletion of an article, amounted to an amendment of the constitution, which can be done only by Parliament as per procedure laid down under Article 368. This huge fraud was committed by Nehru by forcing the President who does not have the legislative powers, he in fact had performed the function of the Parliament. Now, the time has come to correct it.

Supreme Court to take up Article 35A: All you want to know 



The Supreme Court will hear the case questioning the constitutional validity of Article 35A today. A bench comprising Chief Justice Dipak Misra, Justice AM Khanwilkar and Justice DY Chandrachud will look into the four petitions that demand scrapping of Article 35A. The petitions were filed by NGO on grounds that politically contentious Article 35A was illegally added to the Constitution of India as the Article was never proposed before the Parliament. 


What is Article 35A?


The Article relates to special rights and privileges of the permanent residents of Jammu & Kashmir. Added to the Indian Constitution by a Presidential Order in 1954, the article empowers the state's legislature to frame laws without attracting a challenge on grounds of violating the Right to Equality of people from other states. 

Why has the article been challenged? 

The Article 35A restricts outsiders from acquiring land and other properties in Jammu & Kashmir. If the article is scrapped, outsiders can settle in the state and can acquire properties. Those who support Article 35A say this would lead to altering the demography of the state. 

Who's for and who's against ?

The Rashtriya Swayamsevak Sangh (RSS) and Bharatiya Janata Party (BJP) are opposed to Article 35A. The Kashmiri separatists, the ruling Peoples Democratic Party (PDP), the National Conference and the J&K government are among those against the scrapping of the Article 35A. Some separatist leaders have urged the people in the state to launch a mass agitation if the SC verdict goes against the article. The Union Government of India had decided not to support the stance of the J&K government ..

1.The Central Excise Duty on Petrol increased from Rs 9.48 per liter to a high of Rs 21.48
per liter. In October 2017, the excise duty on Petrol was reduced by Rs 2 per liter, the first
such reduction by the BJP government. On the other hand, the duty on Diesel increased
by more than 4 times from Rs 3.56 per liter to a high Rs 17.33 per liter. Like Petrol, the
duty was reduced by Rs 2 per liter in October 2017 to Rs 15.33 per liter.

Irada is an Indian eco-thriller co-written and directed by Aparnaa Singh, and starring Naseeruddin Shah, Arshad Warsi, Divya Dutta, Sharad Kelkar and Sagarika Ghatge in the pivotal roles. Irada is a dramatised account of the cancer crisis plaguing Punjab, a state has been traditionally known for its agricultural produce, wheat in particular. The worst hit part of Punjab is the Malwa region that's known for its cotton farming.
Studies have revealed that pesticides used in farming are the root cause of high cancer rates in the state. The situation is so serious that on an average, a family has at least one cancer patient. Irada is an attempt to highlight the crisis by exposing the nexus of business people and politicians that is responsible for chemical contamination caused by reverse boring—a process involving deep drilling into the ground to dispose waste. Deep boring is widely responsible for polluting the groundwater.
irada revolves around a retired soldier who has lost her young daughter to cancer, a journalist whose activist boyfriend has gone missing, a ruthless business tycoon, a manipulative politician, and an uninterested police officer in the middle of everything. In Irada, director Aparnaa Singh adopts the realistic style of filmmaking that's often associated with documentaries. In fact, the best way to describe this film as a docu-drama that seems to resemble a TV miniseries more than a feature film.
The 20-year-old nursing student, with a girlish frame and long black braid, listlessly recounted the details of her mother’s last 40 days — from a sudden diagnosis of blood cancer to the unaffordable treatment that left Kaur with few options but to watch the pillar of the family suffer in the hospital until she passed away.
Kaur’s mother, who died in May, is among the latest casualties in India’s northern state of Punjab, home to the highest rate of cancer in India. Here, in the country’s breadbasket, 18 people succumb to the disease every day, according to a recent report published by the state government. There are ninety cancer patients per 100,000 people compared to the national average of eighty. And the Malwa region, where Kaur’s family lives, has been dubbed "the cancer belt" of the state because of its particularly high incidence of the disease.
In villages like Sher Singh Wala, working class, agricultural communities are bearing the heaviest burden of this complex crisis — one that involves limited resources, lack of political will and a toxic environmental problem that could foreshadow what many other Indian communities will experience as they follow the state’s economic model.
“We need to strike at the root,” said J.S. Thakur, professor and researcher at the Postgraduate Institute of Medical Education and Research, who has conducted extensive studies on cancer in Punjab.
While the causes of cancer are complicated and still unknown, Thakur and his team found that contaminated water from rapid industrialization and excessive use of chemical fertilizers for high-yielding crops are contributing to the steep rates in the state. Just miles away from the Kaur family’s home are colossal industrial plants that have polluted the irrigation system in the area.
Malkit Singh, a member of the panchayat, or village council, in Sher Singh Wala, said cancer deaths affect almost every other home in his 2,000-person village. Including his: Singh lost his brother and two cousins to cancer in the past decade.
But Singh, a broad man who wears a traditional turban, said that the government’s inability to regulate toxic chemicals is not their only downfall. There is also public outcry that the state has done little to expand the limited healthcare resources available for families who can’t pay to travel to a private, specialized clinic.
“The overall responsibility goes to the government, and the people are also responsible because they have not made an issue of it,” he said.
The region’s only government cancer ward was established just six years ago in the town of Faridkot, an hour’s drive from Sher Singh Wala. On a morning in May, frail women and men slept along the hallways and on the floor of the waiting room as they anticipated the next available doctor, or further tests.
Every day the hospital — staffed with just four oncologists and nine residents in training — receives about 20 new cases and 150 regular cancer patients, said Dr. H.P. Yadav, head of department at the Guru Gobind Singh Medical College and Hospital. Since the service started in 2008, there has been an influx of patients from the region, who previously traveled to nearby states like Rajasthan or New Delhi for treatment.
“There is a scheme for people from Punjab: They’ll get a financial assistance of 1.5 lakh rupees [about $2,500],” Yadav said. “We are trying to give more assistance from our side but the treatment cost is high.”
Meanwhile, a senior official at the hospital who asked that his name not be used said the state has done little to support the center. Most of the initial funding, instead, came from the national government, universities and donors.
Costly treatment is an undeniable burden for most people in this agriculturally rich but poverty stricken region. For them, the government assistance under the Chief Minister’s Cancer Relief Fund scheme is only a temporary solution. When medicines cost almost 20,000 rupees ($400) per month, families are often left to make difficult decisions.
Part of that price tag comes from lack of regulation and oversight. Some pharmacies in the region were charging more than ten times the original price for certain cancer-related drugs, according to a private investigation by the Bhai Ghaniya Cancer Roko Sewa Society, a local nongovernmental organization.
“We focus on poor patients,” said Kultar Singh, vice president of the group. “We started this NGO because people were being overcharged and we were fed up with the politics.”
Their efforts have proven fruitful. Last year the team wrote a letter to the chief justice of Punjab’s high court, prompting them to hold the National Pharmaceutical Pricing Authority accountable for 46 anti-cancer drugs that are supposed to be affordable. In May, the Punjab government rolled out a plan to provide subsidized medicines to cancer patients at public hospitals.
Without that support, money can prove a harsh limitation.
Heeding a relative’s suggestion, Kaur said her family first visited a private hospital in Ludhiana, where they were quoted approximately $20,000 for her mother’s blood cancer treatment — a large amount for the middle class farming family.
“My mom said she didn’t want such an expensive treatment,” Kaur said of her mother’s decision. “They told us there was a 35 percent chance she would stay alive.”
The family then consulted a homeopathic doctor, who prescribed a range of natural medicines. But Kaur said her mother’s health quickly deteriorated and they were forced to admit her to a government-subsidized local hospital without regular cancer specialists. Within a matter of days she caught an infection and passed away before she could receive further treatment — leaving Kaur and her younger brother, 15-year-old Manjinder, without one parent.
Kultar Singh said many families who are fighting cancer also lack the education and awareness they need to protect themselves. His NGO is trying to educate communities at the grassroots level.
“People fear the word cancer and it’s like a taboo,” he said. “There’s a myth in the village that with this disease you’re bound to die. At first, instead of going to doctors, they go to shamans and traditional healers.”
Meanwhile, Thakur, the lead researcher, said any real solution to the problem with require accessible clean water and a change in industrial practices, rather than simply treating the symptoms of what has become a toxic environment.
Until then, families like Kaur’s will be left to wonder if there was any way to prevent what happened to a loving wife and mother.
“She was really good. She sewed her own clothes, she was always thinking about her children,” Kaur said, remembering her mother as tears escaped from her eyes. “She never got tired.”

Reverse boring continues to pollute groundwater

KANPUR: There seems to be no solution to the problem of water pollution in the city. The district administration and civic body are least concerned about people who are struggling hard for survival with miserable condition of drinking water and water resources.

The rising pollution in Ganga due to improper surveillance on tanneries and no action against the violators had already exposed the lackadaisical approach of authorites towards checking of water contamination. Widespread practice of reverse boring by hundreds of households is also going unchecked.

Boring is done to lift underground water to the tanks at homes for household uses while reverse boring is a concept in which people drill deep trench in the ground not to draw water but to dispose it of in the same trench.

In reverse boring, people connect the soak pits with the borewell through which the household waste gets disposed of. This waste water gets mixed with underground water and pollutes it.

Thousands of locals are using this method of to dispose household water waste. Surprisingly, the authorities are unaware of this technology and its existence in the city.Reverse boring is widespread in areas like Damodar Nagar, Naubasta, Basant Vihar, Karrahi, Barra, Kalyanpur, Lakhanpur, Sharda Nagar, Shyam Nagar and many more. Families drilling reverse bores to dispose of the household water waste can also be seen in areas like Ramadevi, Jajmau and Shivkatra.The authorities concerned are unaware of it. The worst part is that the PCB and Jal Sansthan officials pass the bucks to each other while the senior administrative officials are not bothered to listen to public grievances.

Divisional head of Pollution Control Board VK Mishra said that after getting complaints, water was tested in areas like Damodar Nagar, Shyam Nagar, Sharda Nagar and reports sent to Jal Sansthan.

"PCB is not authorised to punish or penalise people. This should be done by Jal Sansthan, municipal body or district administration," he added.


Jal Sansthan general manager Jawahar Ram said that he will look into the matter but needs written complaints to take action. When TOI gave reference of the complaints of locals about reverse boring in their localities that were received by Jal Sansthan in past few months, Ram asked for fresh complaints with addresses of the houses.


Municipal commissioner NKS Chauhan initially claimed to have taken action against many people but when questioned about the areas where he initiated action, he said that he misunderstood the question and is not aware of reverse boring concept."Ask the people to send written complaints to me with details of the practice. I will take action against the violators," he added.


District magistrate MP Agarwal not even bothered to pick up the phone despite repeated attempts.


In its edition of February 3 this year, TOI had highlighted the issue of reverse boring. The matter was raised by UK Tripathi, a teacher in Kendriya Vidyalaya-III living in Damodar Nagar in south Kanpur.Tripathi claimed that he had sent several complaints to Pollution Control Board, Jal Nigam and even to Kanpur Municipal Corporation about widespread practice of reverse boring by the residents of his area.Similar complaint was made by Ashutosh Shukla, a resident of Sharda Nagar. He claimed that despite complaints to Jal Sansthan and PCB, no action was taken.
